Phillip Gregory Needell attended art classes at the Regent Street Polytechnic. He joined The Royal Navy reserve in 1916 and served as lead Signalman making paintings and sketches during his service. A member of the Society of Graver-Painters from 1927 to 1936. Exhibited ROI and at the Walker Art Gallery in Liverpool. Retrospectives held at Galerie R.Tuffer, Les Andely, France in 1978 and 1982 and at the Alexander Gallery , Bristol in 1979. Collections housed in the BM and the Royal Navy Museum.
